The District 64 Elementary Learning Foundation (ELF) was established in September, 1994 as an Illinois not-for-profit organization.

From inception ELF has established and supported innovative imaginative educational programs by awarding grants to teachers and staff who are committed to excellence in education. ELF trustees believe that our most important asset is the children of our community and the most important investment we can make is in their education both academically and socially so as to assure their development into socially responsible and ethical leaders for our community.
 
The mission of the Elementary Learning Foundation (ELF) is to expand and enrich lifelong learning opportunities for all students in the Park Ridge-Niles Community Consolidated School District 64. We accomplish this by acquiring and developing resources to fund grants within the school district. These programs are funded above and beyond the district's regular operating budget.
